The Tobacco and Vapes Act 2026 (Royal Assent 29 April 2026) applies to all nicotine products, including high-strength pouches. From 29 October 2026:

It becomes illegal to sell nicotine pouches to anyone under 18, whatever the strength.
- Promotion limits
Free samples, free distribution and substantial discounts on nicotine products are banned.
- Fixed penalties
Trading Standards can issue £200 fixed penalty notices for underage sales.
- Duty doesn't apply
Pouches contain no vaping liquid, so Vaping Products Duty is not charged on them.
