What's in our nicotine pouches wholesale range?
This collection covers wholesale nicotine pouches from VELO, Lost Mary, Elux, Hayati, Elf Bar Tacja, Pablo, Killa, Iceberg, Siberia and Kurwa. Pouches come in small cans and are sold in trade packs, usually 5 or 10 cans, with flavour and strength picked on each listing.
Nicotine pouches are tobacco-free and don't involve vapour or smoke. That makes them a useful extra line next to vapes for customers who want nicotine where vaping isn't possible.
Strength, format and flavour
Nicotine pouch strengths vary much more between brands than vape strengths do, so it helps to know what you're stocking before it reaches the shelf.
Strength per pouch
Strength is shown in mg per pouch on each listing and can, ranging from lighter options to very strong ones.
Mint and ice
Spearmint, cold mint and ice flavours, such as VELO and Killa Frosted Mint, are the usual starting point.
Fruit
Watermelon, mango, grape and berry flavours, such as Tacja Watermelon Ice.
Coffee and dessert
Cappuccino, mocca and cheesecake flavours from Pablo for customers who want something different.
Pouches are placed under the top lip and release nicotine through the gum, with no spitting needed. Customers new to them should start with a lower strength, and stronger products are best kept for experienced nicotine users. Clear shelf labels showing mg per pouch help staff guide customers to the right option.
New rules for nicotine pouches
The Tobacco and Vapes Act 2026 received Royal Assent on 29 April 2026 and brings nicotine pouches under the same rules as vapes. The first measures start on 29 October 2026:
Age of sale: 18
From 29 October 2026, it's illegal to sell nicotine pouches to anyone under 18.
No free samples
Giving away nicotine products, or coupons for them, is banned from the same date, as is substantial discounting.
£200 fixed penalties
Trading Standards can issue £200 fixed penalty notices for breaches such as underage sales from 29 October 2026.
More to come
An advertising ban is planned for 1 June 2027, with retail licensing and product registration expected from 2027.
Nicotine pouches contain no vaping liquid, so Vaping Products Duty doesn't apply to them. Our retailer compliance guide covers age checks for vapes, which now apply to pouches too.
Buying nicotine pouches in bulk
A few things worth checking when you order nicotine pouches for your shop:
- Get age checks in place. Make sure staff ask for ID before 29 October 2026; a Challenge 25 policy is the common approach.
- Lead with mint. Mint and ice flavours from familiar brands are the easiest place to start a pouch range.
- Label strengths clearly. Show the mg per pouch on the shelf so customers can choose the right level.
- Add them to your vape order. Pouches count towards the £150 free delivery threshold alongside your regular stock.
Frequently asked questions
What are nicotine pouches?
+
Nicotine pouches are small white pouches containing nicotine, plant fibres and flavourings, with no tobacco. They're placed under the top lip, where nicotine is absorbed through the gum. There's no smoke or vapour, so they're often used where vaping isn't allowed.
Is there an age limit for selling nicotine pouches?
+
Yes. Under the Tobacco and Vapes Act 2026, it's illegal to sell nicotine pouches to anyone under 18 from 29 October 2026. Trading Standards can issue £200 fixed penalty notices for breaches, so shops should have age checks in place before then.
Do nicotine pouches contain tobacco?
+
No. The pouches in this range are tobacco-free and use nicotine with plant-based fibres and flavourings. That's different from snus, which contains tobacco and can't legally be sold in the UK. Customers sometimes call pouches snus, but every product in this range is tobacco-free.
What strengths do nicotine pouches come in?
+
Strengths vary widely between brands and are shown in mg per pouch on each listing. Some brands offer lighter options while others make very strong pouches. Customers new to pouches should start low, and stronger products suit experienced nicotine users only.
Is there vaping duty on nicotine pouches?
+
No. Vaping Products Duty is charged on vaping liquid at £2.20 per 10ml from 1 October 2026. Nicotine pouches contain no vaping liquid, so that duty doesn't apply. They are covered by the new age-of-sale and promotion rules, though.
Do nicotine pouch orders qualify for free delivery?
+
Free delivery is offered on orders over £150, as shown across our site. Pouches can be combined with vapes, e-liquids and other stock in the same order to reach that total, and you'll see the delivery charge at checkout.
